ATC provides a Zip Code Finder method in the API. This is described in the consumption guide. The method can accept a zip code, and provide the State, County and City values. In some cases, a zip code can return multiple combinations of State, County and City. To minimize multiple responses, the same method also accepts a Zip code and City, and returns the State, County and City combination. We do not guarantee that this will always return a unique combination. The consuming application should contain the logic for allowing end user to select a single State, County and City combination based on the response data of this method.
This is required because this field is what triggers what fees and taxes are passed back from the database in our responses. Our fees are filtered by multiple fields but there are some that are only due when the driver and dealer are located in the same state (In State Fees). If you pass back InState as false but it should have been true, you could be excluding fees unintentionally that are only triggered to show when InState is true.
The Registration Months field is the number of months the vehicle is being registered for. In the consumption guide, we have a table that lists the states where this field is required for calculations in our system. This field helps with states where vehicles registration fees are prorated, or vehicles can be registered for multiple years.
These items are entered because they are part of our taxable calculation formulas. Depending on the state that the vehicle is being registered, the formulas are made up of some or all of these fields.

IN MO Registration fees are based on HP so there is a range set up for that value. GVW is also a range filter – not sure if you are including that in your Vehicle Weight.
Paid in Lease is a variable we use to indicate that Taxes must be paid in the lease in the selected jurisdiction. It returns a tax rate and the variable so the result is zero. It is the method used to pass just the tax rate.
Taxes paid to another state allows the end user to deduct any taxes that may have been paid at time of purchase to the dealer as opposed to paying at time of registration to a different jurisdiction. Many of our end users are processing transaction across state lines. If a state requires taxes to be paid to the state the vehicle is purchased in this box allows the user to take credit for these taxes. The end result of the query against our data is to arrive at the amount due when registering a vehicle. For in state transactions this box is typically ignored.
There are many jurisdictions across the country that have taxes only within the city limits. For example, here in Colorado many cities only charge tax to the incorporated part of the city. The outside city limits flag lets users opt out of city taxes if they are in an unincorporated area. Trust me if they are outside the city limits they know it! Louisiana works the same way. You could choose to not allow this feature. Many believe they are outside city limits when they are not. If this flag is selected all city levels taxes drop off the quote.
There are many tax-exempt options for military personnel. There are also many rules by jurisdiction to claim the exemption. Many military members purchase vehicles where they are stationed but want them registered where they live. If the military option is selected it provides information on tax exempt options. It is an additional level of information meaning the taxes show, it just gives you information on how to claim exemption if its allowed.
